The Belgian Embassy in Luxembourg is pleased to invite you to a conference given by the staff of Enabel, the Belgian development cooperation agency, in Kyiv, on reconstruction in Ukraine. This conference will take place on Tuesday, September 29, 2026, at 6:30 p.m. at the Belgian Residence.
After a brief introduction, the conference will be conducted in English in three parts and will last approximately one and a half hours:
I. Macro reality and the European effort.
Objective: To briefly acknowledge, on the basis of factual data, the considerable extent of the destruction of infrastructure and human capital caused by the war.
II. The opportunity – green recovery and climate governance
Objective: To present reconstruction not as a simple replacement of old Soviet infrastructure, but as a historic opportunity to make a qualitative leap towards a sustainable and innovative model.
III. The architecture of trust and practical access methods
Objective: To go beyond material needs to demonstrate Ukraine’s institutional preparedness. To highlight reforms in Public Investment Management (PIM), unified donor coordination mechanisms, and transparency ecosystems such as DREAM.
